The storm calculator calculates the Gradient Wind velocity.

The gradient wind is only an approximation. Observed wind speeds will vary due to friction, topography and other variables. It is most accurate above the boundary layer (1km) where friction is minimal.

Other estimates use experimental friction coefficient approximations for different surfaces and are likely to be less accurate than the gradient wind approximation above the boundary layer.
